Over 4,480,000 taxpayers have received rebates totalling an amount of 3,031 million euros, an increase of 14%

2018 Income Tax Campaign

  • At the halfway point of the campaign, more than 7,037,000 taxpayers have filed their tax returns, 574,000 more than last year
  • Tax declarations made through an 'app' total 216,000, already 17,000 more than in last year's campaign
  • Until now, 431,000 appointments have been made for the 'Callback Scheme', through which tax returns can be made by telephone, 72% more than last year at the same date
  • In-person assistance for preparing tax returns in the Tax Agency offices begins today, until 1st July, the last day of the campaign

14th May 2019. — The Tax Agency has already refunded 3,031 million euros after a month and a half of the Income Tax Campaign corresponding to 2018 (Personal Income Tax 2018), 14% more than last year, to a total of 4,481,000 taxpayers. As a result, when the Tax Agency begins to offer service in offices for taxpayers who require in-person assistance, the number of taxpayers who have declared Personal Income Tax, and already received refunds, is 10.6% higher than the in the last campaign at the same date.

This streamlining of payments is thanks to a parallel acceleration in the number of tax forms presented. In regard to the provision of in-person assistance, improvements in the 'RENTA WEB' such as the securities' portfolio, and a new boost given to the two filing channels for the Agency's website with no personal attendance required (the mobile application and the Tax Agency's 'Callback Scheme', a programme for tax returns by telephone), at the halfway point of the campaign, 7,037,000 taxpayers have already filed their tax return, 574,000 (8.9%) more than last year on the same date. This acceleration in the process relates to both tax returns with rebates (5,772,000 + 8.7%), and those with a result to be paid (1,058,000 + 9%).

In this campaign, 20,350,000 returns are expected to be filed, 361,000 more than last year. Of this total, 14,314,000 tax returns are expected to be due refunds, totalling 10,468 million euros, an increase of 4.5%, and 5,161,000 returns will have to pay, totalling 10,160 million euros. The filing period ends on 1 July, both for those resulting in a payment to the State and those resulting in a rebate, however the deadline for tax returns to be paid via direct debit is 26 June.

Boosting platforms with no personal attendance required

A large part of the increase registered in filing returns to date is due to the increasing use of both the 'app' and the 'Callback Scheme'. In regard to the mobile application, more than 216,000 returns have been filed this way, which means that halfway through the campaign, the figure for tax returns is 17,000 higher than those filed through this procedure in the past campaign. From this total, more than 168,000 returns have been filed 'in a single click' and the rest correspond to cases of taxpayers where the application has referred them to the Tax Agency website in order to make modifications and they have returned to the 'app' to conclude filing.

At the same time, the number of tax returns made by taxpayers who have arranged an appointment for the Tax Agency's 'Callback Scheme' has also increased. To date, more than 111,000 tax returns have been filed by telephone (50% more than last year on the same dates) and 431,000 appointments have been arranged for the Agency to call the taxpayer.

As the 'Callback Scheme' has absorbed the old system of telephone calls, it has allowed for better planning of the telephone service and therefore is faster as a support tool designed as a great alternative to in-person assistance, so that taxpayers who are less well-versed in new technologies have access to a telephone helpline, and can file tax returns and if it is the case, receive their rebates earlier.

In-person assistance in the tax office begins

Filing online or telephone tax returns either via the Tax Agency website, either with the 'app' or with the 'Callback Scheme' speeds up the refund and avoids the taxpayer having to travel to the in-person assistance in offices.

Together with these three options, from today the Agency has offices available to the taxpayer, noting that, as in previous years, the offer of appointment for in-person assistance is rolled out progressively, and that taxpayers are advised to make a gradual use of this service.

At the same time, and in order to mitigate a possible loss of appointments in detriment of the taxpayers, the agency reminds citizens that they can change the day and time assigned for their appointment, or notify when applicable, that they have decided not to make use of this appointment. In past years, more than 25% of appointments arranged with over a week's notice were not attended by the taxpayer.

Taxpayers who are not obliged to file a tax return

Generally speaking, taxpayers with incomes exclusively from employment are not obliged to file tax returns until an amount of 22,000 euros a year. However, this limit is lowered if the income relates to more than one taxpayer (with exceptions), and when the taxpayer is not obliged to make a withholding or when the income is subject to a fixed withholding tax rate. In such cases, the limit is 12,643 euros per annum.

Both limits are still valid for not being required to file a tax return if the taxpayer has the following income instead of or in addition to them:

  • Dividends, interest payment or capital gains subject to withholdings with a joint ceiling of 1,600 euros.

  • Attributed income from property, income from full untaxed returns on investment capital obtained from Treasury bonds and grants for purchasing protected or affordable housing, and other capital gains deriving from public aids, with a joint limit of 1,000 euros per year.

    Like last year, taxpayers will not be obligated who have income from wages, capital and financial activities, as well as capital gains (grants, prizes and others), with a joint limit of €1,000, along with equity losses less than €500.

Review of personal and economic data

It is always advisable to review the return proposal offered by the Tax Agency. The information kept on RENTA WEB will always be as up-to-date as possible but, at any event, the Spanish Tax Agency may not always have all the details required for the tax return, information that perhaps the taxpayer should include in the draft return.

Details such as the following should be checked carefully:

  • Properties and their land registry reference numbers

  • Personal and family circumstances (if they changed in 2018)

  • Property leasings

  • Transfers

  • Contributions to pension plans

  • Union fees

  • Amounts received as grants

  • Deductions for family and maternity

  • Deduction for investment in main home

  • Autonomous community deductions

Methods of filing the return.

There are various methods of filing the return, depending on whether the result is payment or refund and whether or not payment is by direct debit. Direct-debiting the payment means that you can file your Income Tax return any day until 26 June but the payment will not be made until 2 July, the last day of the Income Tax campaign. Payment by direct debit does not prevent you from paying in two instalments (the second instalment will be due on 5 November).
