The Tax Agency has refunded 5 billion euros to 7,800,000 taxpayers

2019 Income Tax campaign

  • 13,343,000 taxpayers have filed their tax return, 850,000 more than in the same period last year
  • From 8 June, the Tax Agency will begin to supplement the personalised telephone declaration service (“We’ll call you” plan) with the office assistance service
  • The appointment for office assistance will be open from tomorrow and frequently, in view of the need for demand to be adjusted to the capacity of the different centres, given the public health circumstances
  • If appointments are not available for office assistance at any given time, the Agency recommends not waiting for a new opening of appointments, but choosing the “We’ll call you” service, with which 718,000 taxpayers have already submitted their tax return in less than a month of operation, three times that of last year in the whole campaign

4 January 2020 - The Tax Agency has now returned €4.99 billion exceeding two thirds of the 2019 Personal Income Tax campaign (IRPF 2019).As of today, more than 7,796,000 taxpayers have received their refund.Thus, an increase in refunds is maintained, reaching 9.7% in number and 15.5% in amount.

Given the context of the health emergency, and the fact that 88% of taxpayers submit their tax returns online, keeping to the planned campaign start date (1 April) was considered particularly important so that taxpayers can receive their rebates as soon as possible.

This increase in refunds is linked to the growth recorded at the same time in the tax returns themselves, as 13,343,000 taxpayers have already submitted their tax return, 848,000 more than last year (+6,8%).

En la presente campaña está previsto que se presenten 21.030.000 declaraciones, un 1,6% más que el año anterior.Of this total, 14,565,000 are expected to involve monies being returned, which is almost 70% of the total (estimated to be 10.686 billion euros) and 0.5% more than the previous year.

The streamlining of the filing continues reaching the tax returns with amounts to deposit, which have grown by 9.2% and already exceed 2,700,000. Acelerar la presentación no supone un perjuicio para los contribuyentes con declaraciones a ingresar, dado que comienzan a pagar al final de la campaña.

As for the means of filing, in addition to the main telematic channel, which is the Tax Agency's website (www.agenciatributaria.es ), taxpayers continue streamlining their filing through the Agency's mobile application.This is why more than 325,000 tax returns have been filed to date; 28% more than last year.Of this figure, more than 267,000 were 'one-click' filings, and the rest are where the taxpayer was referred to the Tax Agency website from the app to make a modification and then returned to the app to finish the process

Strong increase in telephone tax returns

The other great vector of the increase in tax returns to this date is the “We’ll call you” plan. This system of personalised assistance in the submitting tax returns has multiplied by almost six times its capacity to replace the traditional assistance in offices while the public health measures prevented the reopening of the Tax Agency centres for a service which involves a large influx of people.

As a result of this resizing of the telephone service, in less than a month (the service was launched on 7 May) more than 718,000 tax returns have been submitted through “We’ll call you”, three times the amount submitted through this way in the three months it was in operation last year.To date, more than 1,150,000 appointments have already been made for submitting tax returns via telephone, proof of their good reception among taxpayers who require personalised assistance.

Taxpayers who, when requesting an appointment by internet or telephone for “We’ll call you”, provide a mobile phone (the most recommended option), receive an SMS indicating the day on which they are scheduled to be assisted, as well as a link to the documentation that should be available on the day of the appointment.As an example, new taxpayers should have the IBAN number available for an account of which they are the holder.Taxpayers who have downloaded the Tax Agency’s app will be sent a push message with the same information.

In addition, for taxpayers with income from economic activities in objective assessment (modules) and those with real estate returns, when making an appointment, they are offered a document that helps them to collect the information they need prepared and available for when the Tax Agency calls them, thus speeding up the submission of the tax return.

In-person assistance in the tax office begins

With this great reinforcement of the telephone tax return system, in collaboration with autonomous regions and city councils, in addition to the acceleration of submissions online and via the app, the Agency intends, in the shortest possible time, for most taxpayers to have already submitted their tax return, without the need to wait for in-person assistance, which has been suspended due to the public health measures.

Office assistance will start on 8 June, with a pre-appointment request starting tomorrow, and is established as a complement to personalised telephone assistance as the overall period of assistance at the Tax Agency centres will be half of the office assistance campaign in other years, and it will be restricted, in turn, to half of the spaces normally available.This is due to the need to maintain safe distances in common areas and between assistance points, as well as for the proper management, from a health perspective, of the flows of entry and exit of taxpayers.

For these same reasons, the office assistance appointment will be opened periodically and for a reduced interval of days, and then other appointment days will open, and so on until the end of the campaign.In this way, it is possible to adjust the capacity which, under the public health measures, is different in each centre.

Therefore, if at any given time the taxpayer does not find appointments available, this will not mean that no appointments remain, but that more appointments will be reopened a few days later. However, the Tax Agency recommends not waiting for this new opening and instead opting for the “We’ll call you” service that will continue to have sufficient capacity to meet demand and which, from 8 June, will also, as in offices, assist the most complex income (up to two incomes, up to two economic activities in modules and gains or losses from up to two capital transfers).

As every year, and in this campaign especially, in order to mitigate a possible loss of appointments to the detriment of all taxpayers, the agency reminds citizens that they can cancel the appointment in the same way they arrange it if they decide not to use it. En años pasados, en más del 25% de las citas concertadas con más de una semana de antelación, el contribuyente finalmente no se presentaba.

Taxpayers who are not obliged to file a tax return

Generally speaking, taxpayers with incomes exclusively from employment are not obliged to file tax returns until an amount of 22,000 euros a year.However, this limit is lowered if the income relates to more than one taxpayer (with exceptions), and when the taxpayer is not obliged to make a withholding or when the income is subject to a fixed withholding tax rate.In such cases, the limit is 14,000 euros per annum.

Both limits are still valid for not being required to file a tax return if the taxpayer has the following income instead of or in addition to them:

  • Dividends, interest payment or capital gains subject to withholdings with a joint ceiling of 1,600 euros.
  •  Attributed income from property, income from full untaxed returns on investment capital obtained from Treasury bonds and grants for purchasing protected or affordable housing, and other capital gains deriving from public aids, with a joint limit of 1,000 euros per year.

    Like last year, taxpayers will not be obligated who have income from wages, capital and financial activities, as well as capital gains (grants, prizes and others), with a joint limit of €1,000, along with equity losses less than €500.

    Review of personal and economic data

    Siempre resulta necesario revisar el borrador de declaración que ofrece la Agencia Tributaria.The information kept on RENTA WEB will always be as up-to-date as possible but, at any event, the Spanish Tax Agency may not always have all the details required for the tax return, information that perhaps the taxpayer should include in the pre-populated tax return.

    Algunos casos típicos que hacen necesaria la revisión son los siguientes:

  • Properties and their land registry reference numbers

  • Personal and family circumstances (if they changed in 2019)

  • Property leasings

  • Transfers

  • Contributions to pension plans

  • Union fees

  • Amounts received as grants

  • Deductions for family and maternity

  • Deduction for investment in main home

  • Autonomous community deductions

    How do I obtain 'Clave PIN' and the reference number?

    The reference number and 'Clave PIN' are still, together with the digital certificate and electronic ID, the login requirements for RENTA WEB and other Income Tax services, such as consulting tax details and the status of your refund.

    Obtaining the Cl@vePIN requires two steps, a single prior registration and a subsequent request each time the taxpayer needs it. El registro previo se podrá efectuar por internet, siguiendo las instrucciones de la carta que la Agencia remitirá a quienes la soliciten a través de la opción ofrecida en el icono de la página web de la AEAT ‘Clave PIN’. En este caso, se deberá proporcionar el DNI, su fecha de validez y el número de móvil.

    Una vez registrado en el sistema, cuando el contribuyente desee realizar algún trámite, podrá solicitarlo desde el enlace disponible en el propio trámite, o desde la ‘app’. Para ello deberá consignar el NIF, la fecha de validez del DNI y un código de cuatro caracteres que definirá el contribuyente para cada solicitud. A continuación, recibirá por la ‘app’ o por SMS un PIN de tres dígitos que, junto con la contraseña, forman el código de acceso necesario para realizar sus trámites.

    In turn, to obtain the reference number via the REN0 service on the Tax Agency website, your tax code will be requested, as well as box 505 of your 2018 income tax return and the expiry date of your ID.Those who did not file a tax return last year, or whose box was nil in 2018, will be asked for certain digits from a bank account number in their name rather than box 505.In order to facilitate its use, the reference number will only consist of six characters.
